PCDA PRE-BID CONFERENCE ATTRACTS A LARGE GROUP OF PROSPECTIVE CONTRACTORS

August 17, 2001 - Thursday's (08/16/01) Pre-bid conference attracted contractor's representatives from almost 20 firms according to PCDA's Executive Director Gary Walton. In the photo, below right, contractors gather around Chad Biller, Project Engineer, Thrasher Engineering, Inc. as the contractors prepare to tour the existing and proposed wetland areas on the development authority's 205 acre Putnam Business Park in Fraziers Bottom. The development authority recently published an advertisement for bids for construction of replacement wetlands on the future business park.

Bid opening is scheduled for 2:00 p.m., August 30, 2001. Project engineers report that at least 25 sets of bid documents were picked up by prospective bidders.

Construction is expected to begin early this fall and is scheduled to take 60 days to complete. About 57,000 cubic yards of earth must be moved. Existing wetland areas along U.S. Route 35 will be relocated almost 1/2 mile south on another portion of the devleopment authority's property.

Prior to beginning construction of the replacement wetlands, Phase II archeological surveys must be completed in three different areas of the park property. Cultural Resource Analysts, Inc. is expected to begin the Phase II archeological work within the next couple of weeks, according to Walton.

"This represents the long-awaited beginning of development for Putnam Business Park, " according to Walton. The authority has also applied for funding to begin construction of the park's industrial access road. "The access road is proposed to be constructed from U. S. Route 35 south to the wetlands during the Phase I construction of the park project," Walton continued. "The completion of archeological work, construction of replacement wetlands, construction of an access road, and utility extensions will let Putnam County residents begin to see phyical improvements and changes at the business park property," Walton said, "I have heard discussions recently about how the county has owned this property since 1997 and no businesses have been constructed, unfortunately, most people do not understand how much preliminary work must be done before the property is attractive to business," Walton said.
