November 16, 1999 - The Putnam County Development Authority (PCDA) held its regular monthly board meeting this evening. Board members were updated on the progress on the new Huntington/Charleston Business Center (HCBC) business park. The Phase I Environmental Assessment has been completed and submitted to the Authority by Triad Engineering. The consultants are also presently working on the Wetlands Mitigation Plan. The mitigation plan is required in order to gain U.S. Army Corps of Engineers approval for construction.
The board was also updated on progress on the Development Master Plan for the park presently underway by Dunn Engineers. The Authority's is also working with the Regional Intergovernmental Council (RIC)toward completion of a preapplication for funding through the U.S. Department of Commerce, Economic Development Administration, for possible funding assistance for devleopment of the park property. Authority Director Gary Walton said that "there is a chance that the county may qualify for funding through the Administration and that is an opportunity we need to take." Representatives of the Authority, RIC, and USDOC officals plan to meet in early December to discuss the possibility of a preapplication for funding.
Before calling the meeting to order, members were shown a portion of a videotape of the Authority's Director at a recently taped interview with West Virginia State College's State Today cable television program. The Director was discussing the issue of a Regional Transpark. During the interview, Walton urged "construction of a regional air transportation/cargo facility that will meet the needs of this part of West Virginia for years to come."
The next regular meeting of the Authority's Board of Directors will be held at 4:30 p.m. on Tuesday, December 14, 1999 in the office conference room at 5664 State Route 34, Winfield.
