December 14, 1999 - It's just preliminary, but all eyes were glued to the presentation by representatives from Dunn Engineers and ZMM Architects Tuesday evening. The consultants unveiled the "rough draft" preliminary working drawings for the Master Plan for Development of the Huntington-Charleston Business Center - Putnam County's newest business park.
In a busy meeting of the board, members were also provided a copy of the Draft Strategic Economic Development Plan. Strategic Planning Committee Chairman Harry Whipkey told members that the plan was over one year in the making and resulted from the input of many people and organizations. The plan was recently approved by members of the committee and the board was asked to adopt the plan at the evening meeting. Whipkey reminded board members that the plan was "fluid" and could be revised at any time. "At a minimum, we should look at the plan for revisions and improvements at least once each year during its five-year life", Whipkey added. It is expected that some minor technical corrections will be made to the final document and a list of credits will be added to recognize those who participated during the process. A copy of the draft report has been forwarded to representatives of West Virginia University for review and comment. Those comments will be included in the final document as well.
Virginia King, Chairperson of the Nominating Committee reported that the committee suggests that the existing slate of officers be recommended to remain in their respective offices for the coming year. Nominations may be entertained from the floor at the annual meeting in January. The existing officers of the Authority are: David Kimberling, President; John Smolak, Vice-President; and Virginia King, Secretary-Treasurer.
Board members were also informed about the PCDA's fund-raising effort now underway. Over 150 businesses serving Putnam County have been sent request letters for donations to support the activities of the Authority. Contributions are being taken through PROTEC, the fund-raising arm of the Authority. The fund raising effort was approved at last week's meeting of the Executive Board.
Included in the donation requests are copies of a brochure explaining the work of the PCDA as well as the Winter 1999 issue of the PCDA Newsletter. It is proposed that the newsletter will be prepared at least quarterly to help keep businesses and residents up-to-date about the activities of the Authority. Copies of the newsletter will be sent this week to news media and other interested persons and businesses.
The PCDA Director also reported that he would be meeting later in the evening with the Winfield Town Council. He is attempting to meet with each of the town and city councils throughout the month in an effort to meet and answer questions. He has previously met with Poca, Eleanor, and Nitro boards.
